PM insists PA frees terrorists

Prime Minister Benjamin Netanyahu insisted yesterday
that Palestinian leader Yasser Arafat recently
released terrorists, but U.S. officials challenged
the claim.
Netanyahu has repeatedly cited what he called a
"revolving door" policy by Arafat to arrest and then
release Islamic militants as one of the reasons
Israel suspended the U.S.-brokered Wye River peace
agreement in December. But in Washington, Martin
Indyk, a top U.S. State Department official, said on
Monday that while Arafat did free some Hamas
activists, none were involved in terror attacks.
"The fundamental point is that they did not release
terrorist or murderers," Indyk told a panel hosted
by the Jewish Council of Public Affairs.
One of the participants, Lenny Ben-David, a senior
official at the Israeli Embassy in Washington, told
participants the Palestinian Authority has released
"people who... are known terrorists and murderers."
But Indyk immediately cautioned Ben-David to be
"very careful about what is said" about Palestinian
compliance. "You've said they have been releasing
terrorists and murderers. That is not true. They did
release people. We checked on it. We checked your
information; we checked their information; we had
our own information, and it is simply not true,"
Indyk said.
According to a transcript provided by the U.S.
Embassy in Tel Aviv, Indyk said Monday that the
Palestinians are moving forward on their Wye
commitments although their record was not perfect.
He noted that Israel has lapsed as well, mainly on
the troop redeployment.
Meanwhile, the Foreign Ministry expressed
satisfaction with the European Union (EU) decision
on Monday to let Israel join a multi-billion dollar
European joint research project. Ministry sources
claim the EU agreement to let Israel into the Fifth
Framekwork for Research and Technology Development,
was made possible by behind the scenes lobbying, and
required overcoming opposition from three EU states
- France, Britain, and Netherlands - who wanted to
see progress in the peace process before opening the
important research fund to Israeli R&D scientists.
