Rabin's message of a possible withdrawal from the Golan that
Christopher carried to Al-Assad was a "deception"

British writer Patrick Seale declared that former Israeli Prime Minister Yitzhak Rabin's message of a possible
withdrawal from the occupied Golan Heights, which former U.S. Secretary of State Warren Christopher carried to
Syrian President Hafez Al-Assad in 1994, was "a secret, indirect, and verbal offer" which amounts to "a deception."
He called Rabin's acceptance of Al-Assad's request later on for an Israeli withdrawal to 4 June 1967 lines as a
"gambit", and claimed that Rabin used Assad "tactically." He also enumerated Rabin's withdrawal conditions,
including a 5-yrear agenda, full normalization after the first withdrawal, no linkage to Palestinian-Israeli
negotiations, and an Israeli referendum.
In his remarks at the Wyndham Washington Hotel, on the invitation of the U.S. Institute of Peace today, Patrick
Seale thought that Syria will soon ask the U.S. for a letter to document Rabin's message. He also thought that the
United States' role in the peace process is "extremely poor, and inactive" for the role of a facilitator is "ineffective",
and found President William Clinton is "not willing to confront, and take the heat."
He called for a U.S. "autonomy" and an "evenhanded, forceful" American role. He also called on Israel to "think
of more balance of power, and less of supremacy" in the region. He noted that the "Israelis remain in Lebanon" and
called for making "calm on the Lebanese-Israeli frontiers" as well as to provide aid for the reconstruction of south
Lebanon.
Mr. Seale foresaw "a very possible big clash down the road" between Israel and the United states on the Wye
River Interim Implementation Agreement. He doubted the possible consolidation of Swiss cheese area divisions in
the West Bank, and described the clashes between Palestinian civilians and Israeli soldiers in the West Bank as "a
low-grade armed conflict."
He saw "a deadly threat for Iran and Syria" in the Turkish-Israeli relationship.
Mr. Seale thought that peace in the Middle East is not possible at present, but perhaps after 5 years from now,
and in the decades to come.
