Prime Minister's Office says:

Crashed plane had no chemical weapons

Chemicals sold to the Biological Institute in Nes Tziona were not necessarily intended for gas mask filters, as stated by the Prime Minister's Office, according to the American company that sold Israel the chemicals. John Swanciger, the executive vice president of Solkatronic, told Ha'aretz he had never heard that the chemicals sold to Israel were intended for that purpose. He was referring to a statement released by Aviv Bushinksy, the prime minister's media adviser, following reports in the Dutch press that said that the El Al cargo Boeing 747 that crashed in Amsterdam six years ago was carrying chemicals for producing the nerve gas sarin.

Swanciger explained that the material, known as dimethyl methylphosphonate (DMMP), is a gasoline additive and a flame retardant. He said that in 1992, the company, based in New Jersey and Pennsylvania, received an export license from the U.S. Commerce Department to sell the substance to the Nes Tziona Biological Institute. Israel bought about 200 liters of the substance. After it was all lost in the plane crash in Amsterdam, Solkatronic received another order from Israel and a license from the Commerce Department to send a similar quantity. There was only one change. Instead of coming from the Biological Institute, the order was made by a company called Shalom Chemicals, which is based in Nes Tziona.

Shalom Chemicals does not appear in the phone book, and sources in the field of chemicals said they never heard of the company. According to Swanciger, Israel was the only foreign country to buy the product from the company. He emphasized, however, that no other orders were made after that one.

In 1992, DMMP was on a special U.S. Administration list of substances whose trade was limited and required a special export permit. According to Swanciger, the export regulations have become even more stringent since then.

Swanciger denied having any idea at the time of the deal with the Nes Tziona Biological Institute that the substance could be used for producing chemical weapons. He noted also that the American company believed that the Biological Institute dealt purely with civilian scientific research.

Israel's position is that the Biological Institute in Nes Tziona deals with research and development of various products to prevent diseases and protection products, such as gas masks against chemical attacks. According to foreign publications, however, the institute deals also with research and development of biological and chemical warfare for offensive purposes, including various toxic gases such as nerve gas and mustard gas.
