Barak urged attack on Syria in 1982

On the eve of the Lebanon War in 1982, Ehud Barak, then the
head of the Planning Branch in the General Staff, tried to
persuade then defense minister Ariel Sharon to shift the focus of
the war plan from Lebanon to an Israeli-initiated attack on
Syria.
Barak, who at 40 was the youngest major-general in the IDF,
argued that a "historical situation" had presented itself in which
Syria was isolated. Since a large-scale operation in Lebanon was
bound to bring about a clash with the Syrians in any case, Barak
said, it would be best to expand the war effort to destroy the
surface-to-air missiles in Syria "and utilize the results for a
massive operation by the IDF" on the Golan Heights in which the
Syrian army would be obliterated by means of a "very deep-flanking
thrust" in the Lebanese Beka'a and through the Golan.
The Barak plan, which was recently discovered by chance, was
based in part on a complex effort to deceive both the public and
most IDF officers. The idea was "to keep the domestic scene, in
both the state and the IDF, in a fog about the intentions." Barak
proposed that only five or six officers be involved in
preparations for the offensive. Everyone else would be made to
believe that the Syria move was only a "contingency plan" or a
"refreshing of old concepts."
Barak did not make clear whether he thought the plan should
also be kept secret from most cabinet ministers, but he did say
that "the political level will also find it difficult to discuss
[the plan] explicitly and identify the goals clearly."
The Barak plan was formulated at the end of March 1982, about
two months before the launching of Operation Peace for Galilee,
which turned into the three-year Lebanon War. Barak said there was
no point in going ahead with the plan to wreak devastation in
Lebanon, "including Beirut," and to install the Phalangist Basir
Jemayel as the city's president.
