CAPE TOWN, Jan. 31- 2003 — Former President Nelson Mandela sharply assailed President Bush this week for pushing the United States to the brink of war with Iraq, calling him "a president who has no foresight, who cannot think properly."

Mr. Mandela, South Africa's first black president, has publicly and repeatedly opposed the prospect of an American-led war against Iraq. He has spent his recent years in retirement trying to bring an end to bloody conflicts in Burundi and the Middle East. His comments on Thursday reflected the deep-seated opposition here to any decision by the United States and Britain to attack Iraq without United Nations approval.

Speaking to the International Women's Forum in Johannesburg, Mr. Mandela, 84, accused Mr. Bush of warmongering with the goal of controlling Iraq's oil. He also accused Mr. Bush of disregarding the United Nations because its secretary general, Kofi Annan, is black.

"It is a tragedy what is happening, what Bush is doing in Iraq," he said. "What I am condemning is that one power, with a president who has no foresight, who cannot think properly, is now wanting to plunge the world into a holocaust."

"Why does the United States behave so arrogantly?" Mr. Mandela asked. "Their friend Israel has got weapons of mass destruction, but because it's their ally they won't ask the U.N. to get rid of it. They just want the oil."

Mr. Mandela said Mr. Bush and Prime Minister Tony Blair of Britain were undermining the United Nations by threatening to attack without its consensus. "Is this because the secretary general of the United Nations is now a black man?" he asked. "They never did that when secretary generals were white."

Mr. Mandela, who shared the Nobel Peace Prize for helping to bring an end to apartheid, South Africa's policy of racial separation, was speaking more stridently than government officials had in recent months.

But President Thabo Mbeki and his deputies have also repeatedly questioned American policy in Iraq and the Middle East. Officials here say they believe that the Bush administration is unfairly focusing on Iraq, choosing to ignore the wrongdoing and powerful weapons of its allies in Israel, Pakistan and elsewhere.

In November, Aziz Pahad, the deputy foreign minister, led a relief and trade mission to Iraq, telling President Saddam Hussein that South Africa opposed a war and urged all parties to resolve their differences through the United Nations. That same month Mr. Mbeki told a meeting of Asian leaders that he was concerned about the deepening crisis between the United States and Iraq.

"It is critically important that the matter of Iraq is resolved peacefully through the United Nations and its Security Council," Mr. Mbeki said at the meeting in Cambodia. "We trust that sense will prevail so that no country or combination of countries take it upon themselves to embark on unilateral action against Iraq, which should itself cooperate fully with the Security Council to resolve all outstanding matters."

The governing African National Congress reiterated its strong opposition to war and called on its supporters to take part in antiwar marches scheduled in February.

"A people who pose no threat to the world or the security of the United States should not be subjected to the kind of suffering an attack would bring," the party said in its weekly newsletter.

But on Thursday (Jan. 31 - 2003) Mr. Mandela took the criticism to a new level. During his speech, he also criticized the United States for complaining about Iraq's human rights record. Asserting that the American conscience was far from clean, Mr. Mandela pointed to the atomic bombings of the Japanese cities of Hiroshima and Nagasaki during World War II.

"Because they decided to kill innocent people in Japan, who are still suffering from that, who are they now to pretend that they are the policeman of the world?" he asked.

Two of South Africa's smaller predominantly black parties, the United Democratic Movement and the Pan Africanist Congress, cheered Mr. Mandela's remarks today.

Dear Ambassador,

Any remaining hope the peoples of the United Nations have to save succeeding generations from the scourge of war through the United Nations would be crushed by another United States attack on Iraq. Threats to attack, invade and overthrow the government of Iraq by President George Bush, Vice President Cheney, Secretary of Defense Rumsfeld, various cabinet officers and Pentagon officials have been routine for a year. The psychological warfare is itself a crime against peace and violates the U.N. Charter. Today's front-page headline story in the New York Times, "U.S. Exploring Baghdad Strike As Iraq Option," is typical of the in terrorem intention of the threats. The danger to civilian life in Baghdad from such a strike would be enormous.

THE UNITED NATIONS MUST ACT TO PREVENT AN ATTACK BY THE UNITED STATES AGAINST IRAQ

If the United Nations is unable to restrain the United States, a permanent member of the Security Council, from committing crimes against peace and humanity as well as war crimes against a nation that has already been violated by the U.S. beyond endurance, then what is the United Nations worth? At the very least, opposition to any attack or attempt to overthrow the government of Iraq by force must be publicly expressed by the United Nations.

THE UNITED STATES BOMBED DEFENSELESS IRAQ MERCILESSLY FOR FORTY-TWO DAYS IN 1991

The U.S. led and glorified the massive assault on Iraq in January and February 1991. The Pentagon announced it conducted 110,000 aerial sorties against the defenseless "cradle of civilization," dropping 88,500 tons of bombs. The widespread bombing destroyed the economic viability of the civilian society throughout the nation. It killed tens of thousands of Iraqi citizens and others. A major part of the bombing was directed at civilians and civilian facilities. It was less accurate than the recent indiscriminate attacks in Afghanistan. U.S. bombs destroyed Iraqi water systems, electric power transmission, communications, transportation, manufacturing, commerce, agriculture, poultry and livestock, food storage facilities, markets, fertilizer and insecticide production, business centers, archeological and historical treasures, apartment houses, residential areas, schools, hospitals, mosques, churches and synagogues.

The Pentagon stated its casualties were 156. One third were from "friendly fire"; the rest were accidental. The U.S. had no combat casualties.

THE UNITED STATES FORCED THE IMPOSITION OF GENOCIDAL SANCTIONS ON IRAQ IN 1990

The U.S. crafted economic sanctions against Iraq which the Security Council approved on August 6, 1990, the 45th anniversary of the U.S. atomic bomb attack on Hiroshima. Those sanctions are the direct cause of the very cruel deaths of more than a million people. This is the greatest crime against humanity, in the last decade of the most violent century in history. Each painful death of an individual wasting away--from malnutrition; Kwashiorkor; the rush of dehydration from contaminated water and from diseases was preventable. The sanctions continue to this time to cause hundreds of deaths each day. Every United Nations agency dealing with food, health and children--including FAO, WFP, WHO, UNICEF--has proclaimed the horror, magnitude and responsibility for this human catastrophe.

The great majority of the deaths caused by the sanctions are infants, children, the elderly, the chronically ill and emergency medical cases. These are the people most vulnerable to polluted water, malnutrition, and the lack of medicines and medical equipment and supplies.

U.S. claims that it is the Iraqi government that is responsible for deaths from shortages of food and medicine are false. The U.S. blocked oil sales by Iraq for six years before appearing to yield to humanitarian pleas to permit oil sales to purchase food and medicine. Since 1997, when sales began, it has effectively frustrated and delayed the Oil for Food program, which does not provide sufficient income at the levels approved to stop the daily deterioration of health and growing death rates in Iraq.

Before sanctions there was virtually no malnutrition in Iraq and free hospital, health services and medicines were a model for the region. Its present system of government distribution of available food staples is a model of fairness and efficiency, lacking only in quantity and variety of food.

UNITED STATES MILITARY AIRCRAFT HAVE ATTACKED IRAQ AT WILL FOR ELEVEN YEARS

The U.S. has engaged in air strikes against Iraq at will since March 1991, when the massive attacks averaging one aerial sortie every 30 seconds ended. Without losing a single plane, U.S. attacks have killed: cleaning personnel at the Al Rashid Hotel in Baghdad in a failed attempt to assassinate Saddam Hussein; scores of people each year in attacks on radar stations in or near the U.S.-imposed no-fly zones; all the persons aboard a U.N. helicopter shot down by U.S. aircraft; and civilians from all walks of life, including the internationally famous artist and Director of Iraqis' National Center for Arts, Leila al Attar.

IRAQ IS NOT A THREAT TO THE U.S., COUNTRIES IN THE REGION OR OTHERS

The U.S. has falsely claimed that Iraq is working to develop weapons of mass destruction to attack the U.S., Israel, its neighbors and others. The U.S. claimed its 1991 attacks destroyed 80% of Iraq's military capacity. The U.N. inspection efforts claimed to discover and dismantle 90% of Iraq's post-1991 capacity to develop weapons of mass destruction. Iraq, its peoples and resources are exhausted. It has a "stunted" generation of children under age 10 and a debilitated population at all ages. It is the victim of the worst crime against humanity in recent decades.

THE UNITED STATES IS THE GREATEST PURVEYOR OF VIOLENCE ON EARTH

Two of the highest U.N. officials responsible for U.N. weapons inspection within Iraq and a principle U.S. citizen participating in the inspections have resigned, denounced the sanctions and denied that there is a threat that Iraq will develop weapons of mass destruction.

The U.S. has more nuclear weapons than all other nations combined as well as the most sophisticated and numerous systems for the delivery of nuclear weapons, including the Trident II submarine fleet. It possesses the greatest stockpiles of chemical and biological weapons and the most advanced and extensive research in mass destruction weaponry in the world. Military spending by the U.S. exceeds that of the nine next largest budgets for war combined. President Bush has repeatedly declared the right to strike first. The U.S. attacked Hiroshima and Nagasaki with atomic bombs and continues to justify those acts.

The U.S. has renounced treaties controlling nuclear weapons and their proliferation; voted against the protocol enabling enforcement of the Biological Weapons Conventions; and rejected the treaty banning land mines, the International Criminal Court and virtually every other international effort to control and limit war. The U.S. War Against Terrorism is a declaration of right by the U.S. to attack first--anyone, anywhere, on mere suspicion, or without excuse, unilaterally.

The U.S. wants to overthrow the government of Iraq and many others in violation of law. Unless restrained the chance for peace and global equality of economic, social, cultural and political opportunity among nations will be lost. Which government presents the greater threat to peace globally or for Mesopotamia and its neighbors--the U.S. or Iraq?

AN ATTACK BY THE UNITED STATES ON IRAQ TO OVERTHROW ITS GOVERNMENT WOULD BE A FLAGRANT VIOLATION OF THE U.N. CHARTER, THE NUREMBERG CHARTER AND INTERNATIONAL LAW

If, as promised so many times, the U.S. does attack Iraq to overthrow its government, it will be the most notorious, arrogant and contemptuous violation of the Charter of the United Nations, the Nuremberg Charter and international law yet experienced, or likely hereafter. Only absolute power unrestrained by any rule of law or standard of human decency openly taunts an intended victim as President Bush has taunted Iraq. Because the U.S. has committed historic injustices against Iraq, most during his father's presidency, and still seeks dominion in the region, President Bush, his Vice President and others in his administration hate Iraq and want finally to destroy it.

I am writing this letter to you; to each U.N. Representative of a Security Council Member; the President of the General Assembly; and President Bush. This is one of a series of letters describing and protesting U.S. and UN wrongs against Iraq. The threatened wrong addressed here is the worst. If twelve years after its devastating aerial assault and after twelve years of genocidal sanctions, the omnipresent risk and frequent fact of random attack with the ever present stalking by U.S. aircraft and endless threats against its helpless victim, the U.S. commits its coup d'grace on the people of Iraq to the silence of the U.N. and wealthy nations of the world, human shame and impotence will doom us to ever greater violence.

A U.S. ASSAULT ON IRAQ WILL CAUSE MORE AND GREATER VIOLENCE; URGENT ACTION BY THE UNITED NATIONS TO PREVENT A U.S. ASSAULT OF IRAQ IS REQUIRED

I urge you to immediately activate the United Nations, the General Assembly, the Security Council and all its agencies to denounce the continuing threats by the United States against Iraq, to demand immediate cessation of the threats and to warn the United States that an attack by it on Iraq will violate the Charter of the United Nations, international law and the friendship of all who seek peace and respect the dignity of humanity.

AN ATTACK BY THE U.S. ON IRAQ WOULD VIOLATE THE CONSTITUTION AND LAWS OF THE UNITED STATES REQUIRING IMPEACHMENT, TRIAL BEFORE THE U.S. SENATE AND CRIMINAL CHARGES IN FEDERAL COURTS AGAINST PRESIDENT BUSH AND ALL OFFICIALS RESPONSIBLE

An attack on Iraq by the United States would also violate the Constitution and laws of the United States and expose President Bush to impeachment by the House of Representatives under the Constitution of the United States for the highest of crimes, those against peace and humanity, to judgment by the United States Senate and trial in federal court for crimes charged.

Unfortunately in recent years our Constitution has been more honored in the breach than in faithful observance of the rights it is intended to protect for all. But the effort to hold accountable any U.S. authority who participates in an assault against Iraq will be made here by those who love their country and for that reason insist that its acts be just.

This is a report (Jan 2003) from a recent group of international NGO visitors to Baghdad. A bit to read, but it may help us to understand the situation with greater compassion, love and understanding.
 

 

LETTER FROM BAGHDAD 

Dear Friends,  

From 3rd-8th January 2003 a group of NGO representatives and former UN officials was able to meet with cabinet ministers in Baghdad including Deputy Prime Minister Tariq Aziz, Foreign Minister Nagi Sabri and Oil Minister Amer Mohammed Rashid, as well as to talk with doctors, teachers and scientists. We had the opportunity to meet ordinary Iraqis and visit sites recently inspected for weapons of mass destruction. The aim was to contribute to efforts to prevent war and to gather information not available in the western press, particularly with regard to the human situation.  

Attached is a brief summary of a very intense series of visits, as well as suggestions responding to the frequent question asked by citizens of western countries "What can we do to help prevent war?"  

Please circulate these documents as widely as possible, asking NGOs and individuals to act quickly on the practical suggestions offered. Your help will be very valuable.

NEWS FROM BAGHDAD - a visit to Iraq 3rd 8th January 2003 including meetings with Deputy Prime Minister Tariq Aziz, Foreign Minister Nagi Sabri and Oil Minister Amer Mohammed Rashid, as well as conversations with ordinary Iraqis in the street and visits to sites.  

1. Attitudes of Iraqis today. We experienced an extraordinary mixture of fatalism, faith and defiance in the El-zahrawi tearoom. Watching Saddam Hussein's Army Day speech on television, we talked with people at random, many of whom spoke English. They said that twice now world opinion has predicted that Iraq would collapse after the Gulf War in 1991, and in 1998 when 350 cruise missiles hit the country and once again they will survive. Yes, their children are afraid. Yes, the teenagers do not know if it is worth studying seriously or not. No, they will not go to the shelters. They do not talk so much of US or UK aggression but rather of Bush and Blair: Until now, they have not resented the people of the countries about to bomb them, nor the civilizations, but the leaders.  

However that trend seems to be changing with the Iraqis increasingly holding the people of the UK and the US responsible for their countries policies. In the words of Dr. Hoda Ammash -  

"People here bear every respect for western people and western civilization. We respect your technological advancement, and your values. We know that westerners are being given the opportunity to learn about Arabic civilizations. Yet hatred is being manufactured, by some, to engineer a clash of civilizations."  

2. Food reserves. Iraqi households have been given three months (and now a further two months') food rations in order to get it out of the main storage sites to prevent warehouses being bombed. The food distribution programme, according to Denis Halliday (former Assistant Secretary-General of the United Nations and UN Humanitarian Co-ordinator in Iraq (1997-98), is one of the most efficient in history, involving 49,000 food distribution agents and minimizing corruption through a system whereby if 100 people complain about an agent, he or she is removed. Iraqis are also stock-piling water but have no suitable large containers. People with gardens are being asked to dig wells.  

Under the UN Oil-for-Food Programme only about half the oil revenues can be used for buying food and other necessities for the population of the centre and South of the country; the rest being used for compensation to Kuwait, food for the Iraqi Kurds in the North, and the costs of the UN programme including the UNMOVIC weapons inspections.  

Halliday concludes: The twelve year sanctions regime has become a weapon of mass destruction, built on the massive damage to civilian infrastructure by US bombing and resulting in the deaths of over one million people since 1991, over half of whom are children."  

According to UNICEF 25% of Iraqi babies are born weighing 2kgs or less, a key indicator of famine. One million children under 5 suffer acute or chronic malnutrition.  

3. Shelters. Everyone we spoke to said they would not use the 34 shelters provided for civilians in Baghdad because of the 1991 bombing of Al-Amarya shelter when 408 out of 422 women and children in the shelter were burned to death.  

4. Weapons Inspectors. Dr. Sami Al-Araji, a nuclear engineer and Director General of Planning at the Ministry of Industry, is facilitating the work of the UNMOVIC inspectors. Everywhere we went there was a remarkable willingness to co-operate with the inspections, but patience is being tested. During our visit there was a routine inspection near the University of Baghdad where there are 6 science centres. The inspectors wanted to investigate one of these, but froze the entire complex meaning that nearly 3,000 people could not move for six hours, even though their place of work was not under inspection. This meant that toddlers were left uncollected at nursery schools. Not even the Iraqi Ambassador to the UN, there for a visit, was allowed to leave.  

A professor of microbiology at the University of Baghdad told us that during 1991-98 inspectors re-examined the university every three weeks, searching minutely. They enter exam halls where students are doing their finals and search under their chairs. Iraqi people thought the inspections would last 2-3 years, and then they could go back to normal life. It is now 12 years since the inspections started, they are more intense than ever, and there is no end in sight.

We visited the al-Dawrah Foot and Mouth Vaccine Institute which was high on the list in the UK Government dossier (published September 2002) of biological weapons sites. Since 1994 the site has been inspected 60 times, it has been closed since 1995, when all the equipment was destroyed or removed and there were cameras everywhere connected to the former UNSCOM Monitoring Centre in Baghdad. The place was wrecked.    

5. Civil and political rights. Since Oct 2002, laws and regulations have been or are being revised as follows:
* Amendments to the constitution to allow for a multi-party system.
* Abolition of special security violations courts which had no rights of appeal
* Abolition of laws requiring cutting off hands of thieves
* Amnesty for political prisoners
* Exiles not linked to intelligence services may now return to Iraq with the right to criticise the government
* Reduction of fee for exit visa from Iraq from $200 to $10.  

6. Oil. Current Iraqi production is approx 3 million barrels per day (current world production approx 77 million) but it has the second largest reserves in the world. If controls were lifted, and with infrastructure investment, with its immense reserves of easily extractable oil Iraq has the potential to supply 10% of the world's oil needs, and to continue to do so for at least a century (since less than 1% of reserves are being used up each year). Iraqis are very conscious of the energy needs of the western economies - the US has to import 60% of its oil needs - and know that the main reason for military invasion is to gain control of its vast reserves of oil. Iraqi ministers fear that if the US were to control Iraq's oil production, it would manipulate the economies not only of the Far East, but also of Europe. Iraq takes a long-term view, wants a stable oil price, and would like to adopt normal trading relations rather than be subject to crises, threats and manipulation.  

7. Depleted Uranium (DU). Water-borne and air-borne dust from DU shells, used by the US and the UK in the 1991 Gulf war, is spreading over vast areas of Iraq but the government has no way of detecting the direction of the spread because airborne radiation sensing equipment is prohibited. People are developing cancers by consuming meat and milk from animals grazing in polluted areas. Cancers of all kinds are increasing dramatically in Iraq particularly amongst women with breast cancer and leukaemia. Members of our delegation have visited hospitals in Iraq since 1991 and observed that current conditions in the hospitals have worsened.  

Equipment needed for treatment lies idle because the computerized controls have been removed due to sanctions. There is one nurse for every 16 beds where previously there was one for every two beds. Every child has a mother or grandmother giving full time care. Omar, three years old has a plastino plastoma*, which attacks kidneys and then destroys the brain and nervous system: his head is enlarged to twice normal size, his face swollen unrecognizably out of shape and his eyes blind. His mother sits with him like a madonna, waiting for her child to die. Tiny Aia ( Miracle ) was born with a second head, a brain sack attached to the back of her own head, a condition known as meningoceal* and not seen in Iraq before the mid-1990s. Dr. Ahmed Fadeh of the Baghdad Children's Hospital told me there are unlimited cases he simply can't treat because his equipment is worn out or lacks spares, and he has not got the drugs or even the suture thread that he needs because of sanctions. *this was told to us phonetically in a hurry, we are not sure of the correct spelling    

8. Implications for the future. This visit was a shock treatment in learning what it feels like to be an Iraqi. This is an ancient people with a civilization 7000 years old (Iraqis point out that the United States is barely 300 years old), an economy that until the 1980s was a model for the entire Middle East, and with a free health service that was ahead of the National Health Service in the UK. The streets are now rubble-strewn, most of the middle class have left, and people are selling their household goods on street corners in order to survive. The currency has devalued 6000 (six thousand) % in 20 years; in 1981, 3 US dollars bought 1 dinar, today 3 US dollar buys about 6000 dinars. To pay a modest hotel bill for 6 days, you need a pile of dinar notes two meters high. Twelve years of sanctions, which were intended to make the Iraqi people revolt against their leadership, have had the opposite effect giving Saddam Hussein total control over his people through food rationing. Sanctions have simply disabled Iraqi people through hunger and the wholesale disintegration of their infrastructure. Rather than rebel against Saddam Hussein, they feel defiance towards Bush and Blair which their leader can constantly reinforce, since their sense of honour is continuously provoked. The humiliation is very deep and very dangerous. In these circumstances a war and subsequent occupation of Iraq will no doubt fuel the fires of hatred and terror, and consequently the risk of attacks on the West.

WHAT YOU CAN DO  

Time is short. The UNMOVIC inspectors are due to report on 27th January 2003. Military preparations indicate that an attack may begin in early February. A pre-emptive attack will be a clear-cut violation of the UN Charter and international law. Medical and public health experts in the UK estimate that between 48,000 and 260,000 civilians could be killed in the first 3 months of conflict, and that if weapons of mass destruction (WMD) are used, there could be up to 4 million dead.  

What can be done to move towards a genuine solution of this conflict other than war and occupation?  

1. The free press and NGOs must speedily step up their analysis and reporting to challenge disinformation about the realities in Iraq. Please distribute this report to all your media contacts.  

2. Whenever you hear a news broadcast on Iraq which does not mention something about ordinary people, call them to ask for some human interest stories. Iraq is not one man, it is 26 million fellow citizens. They have points of views, hopes, fears and dreams like all of us.  

3. The European Union has a substantial potential role to play. A consistent well-structured mediation process could be offered, either through key Arab states, or in the form of a meeting between the most senior representatives of the United States and of Iraq to explore whether all avenues short of war have been exhausted. This meeting would need to be announced before 27th January, perhaps to take place mid-February. It would need to take place in a very safe environment and employ state-of-the-art conflict resolution techniques. These moves could be supported by France and by Germany in their chairmanship of the UN Security Council in January and February 2003 respectively. Urge your EU government to support such an initiative, and copy your letter to Prime Minister Costas Simitis of Greece, 15 Vassilissis Sofias Avenue, 10674 Athens, mail@primeminister.gr which has the current presidency of the European Union.  

4. If you are yourself willing, go to Baghdad to become part of the Civilian Protection that has already begun with contingents from Spain, the US and Austria. 5000 people are needed to stay at civilian sites such as electricity, water and telecommunications facilities to try to prevent them being bombed. Individuals taking this course of action should be aware of the serious risks involved. 5. Call your foreign office to ask it you have an embassy in Baghdad. Many governments do not have any representation and thus cannot collect first hand facts and impressions on which to base an independent analysis. Neither Britain nor the US has an embassy in Baghdad, and communications have to go through the Polish embassy.  

6. Ask your parliamentary committee for foreign affairs whether they have visited Iraq to see for themselves and if not, why not. Ask them to talk to Iraqi people at all levels.  

7. Make it known that the 12-year sanctions regime has had the opposite effect to that intended; it has put Saddam Hussein in total control of the Iraqi people, through the rationing programme.  

8. Prime ministers and presidents worldwide need to understand the strength and urgency of public opposition to this proposed attack, so that they will actively support mediation rather than allowing themselves to be bribed or bullied into supporting an attack. He suggests disrupting the speeches of ministers, blocking the roads down which they must travel, blockading important public buildings, or airports from which troops take off.  

9. Urge your government to support the development of a new security regime for the whole region, honouring UN SC Resolution 687 requiring that the Middle East shall become a zone free of weapons of mass destruction.

When Congress rejects the will of the people, the people must act themselves. Congress has rubber-stamped Bush's criminal war that seeks to conquer the oil, land and resources of the Middle East. Bush and Congress have shown that they represent the interests of Corporate America rather than the people of the United States.

A people's movement is growing to stop them. Tens of thousands of people will participate in mass protest activities on the Martin Luther King Jr. anniversary weekend.

Dr. King publicly condemned the U.S. war in Vietnam, providing a powerful connection between the civil rights movement and the anti-war movement. In his "Beyond Vietnam" speech at Riverside Church in 1967, he stated: "The greatest purveyor of violence in the world today [is] my own government. ...[F]or the sake of the hundreds of thousands trembling under our violence, I cannot be silent."

Dr. King believed that it was impossible to successfully wage a war on poverty at home while waging a war of aggression in Vietnam. The same can be said today about George W. Bush's global war drive. Social programs and services are being looted as Bush and Congress provide record-breaking sums for weapons of mass destruction and war.

 This week Bush signed into law Congress's new defense budget that transfers a billion dollars a day from the people into the hands of the military-industrial complex.

The thousands of people who are coming to Washington DC, honor Dr. King and his legacy by opposing another criminal war -- this time in the Middle East -- and by demanding instead that these hundreds of billions of dollars be spent on jobs, education, housing, healthcare and to meet human needs.

Scenario & Politics of 18 January 2003

The world is being menaced by Weapons of Mass Destruction in the hands of a government that is openly threatening and planning to use nuclear weapons in preemptive wars of aggression against others, including non-nuclear countries. While all eyes are focused on the purported threat coming from Iraq, the Bush Administration has sharply reorganized U.S. military doctrine and strategy as it prepares to actually use Weapons of Mass Destruction in coming conflicts as a matter of declared policy.

It is for this reason that on Saturday, January 18, 2003, people across the United States will converge at the West side of the Capitol Building in Washington DC and march in a mass demonstration to the Washington Navy Yard -- a massive military installation located in a working class neighborhood in Southeast Washington DC that parks warships on the Anacostia River. We will demand the immediate elimination of U.S. weapons of mass destruction and a people's inspection team will call for unfettered access and a full declaration of U.S. non-conventional weapons systems.

Bush seeks to have world attention focused on the disarmament of Iraq as the preeminent threat to world peace, while the real threat of nuclear war and the use of Weapons of Mass Destruction arises within the U.S. Administration. This is the politics of diversion and should give pause to those who are thinking of joining in Bush's sleight-of-hand anti-Iraq chorus believing it to be a path to peace. The nuclear threat posed by the United States is neither rhetoric nor speculation, it is the now announced doctrine and strategy of the Bush White House. It represents the ushering in of a new era of unrestrained and unprovoked catastrophic violence.

"Preemptive Strikes are Part of U.S. Strategic Doctrine," reads the headline of the front page of The Washington Post of December 11, 2002. A classified version of the new Bush Doctrine "breaks with the fifty years of counter-proliferation efforts" by planning for the use of nuclear weapons against countries that not only have not attacked the U.S. but that do not themselves possess nuclear capability.

A.N.S.W.E.R. believes that all Weapons of Mass Destruction should be banished from the planet Earth. But this is impossible until the biggest arsenal of Weapons of Mass Destruction -- the one at the disposal of trigger-happy George W. Bush and Co. -- is eliminated. Any other call for disarmament will not be viewed as legitimate by the rest of the world.

These war hawks are determined to breach the "taboo" against the use of nuclear weapons that grew after the world experienced the horror of the incineration of Hiroshima and Nagasaki (Japan) in 1945.

It would be cowardly and foolish to turn our attention away from the open threats and plans to use Weapons of Mass Destruction that are issuing from the White House, not Iraq, and are embodied in the new Bush military doctrine.

We must stop the Bush Administration from threatening and killing the people of the world who are not our enemy.

Perspective on the January 18 Demonstration

On October 26, 2002, hundreds of thousands of people demonstrated in Washington DC and San Francisco in demonstrations called by International A.N.S.W.E.R. -- http://www.InternationalANSWER.org -- and in coinciding actions in 220 cities around the world. We are marching in Washington DC on Saturday, January 18, 2003 to embrace the true legacy of Dr. Martin Luther King birthday. The U.S. possesses more than 10,000 nuclear weapons, according to the Natural Resources Defense Council (NRDC). It has spent $7 trillion on their development in the last half-century. Instead of spending $400 billion every year for weapons of mass destruction and to promote militarism, we the people of the United States will demand on January 18 that our money be spent to provide free education, healthcare and childcare, jobs and job training, expanded support for the elderly and other things that human beings need.

The scenario for January 18th includes a brief rally on the West side of the Capitol starting at 11 am followed by a massive march to the Washington DC Navy Yard, a huge military complex located in the heart of one of Washington's working class communities, walking distance from the Capitol.

On Saturday, January 18, 2003, tens of thousands will travel by bus, van and car caravan from all over the East Coast, South and Midwest to be in Washington DC for the National March against war on Iraq. We encourage people to bring banners and puppets, to dress as weapons inspectors, to find as many creative methods to dramatize our demands in opposition to a war of aggression and in support of a reorganization of society's priorities that would put people's needs ahead of the Pentagon and the war profiteers in Corporate America.

Dr. Martin Luther King said that "The greatest purveyor of violence on the planet is my own government." That statement is as true today as it was during the Vietnam War. We will honor Dr. King's legacy by marching against the terror that these weapons of mass destruction wreak on the world.

We also join with people all over the world who mourn the loss of Phillip Berrigan who devoted his life to courageous opposition to militarism and war. Phil Berrigan put his body on the line in the struggle to call attention to the inherently evil nature of weapons of mass destruction produced by and for the U.S. military industrial complex. In addition to honoring Dr. King, we intend to make the January 18 march a living tribute to Phil Berrigan's life and legacy.

Given the feedback that we have received, we have decided that there will be more effective organization and participation in the People's Peace Congress if it takes place after the January 18-19-20 weekend. Many local areas indicated that they wanted to participate in the People's Peace Congress, but reserving buses for the entire weekend was logistically difficult and extremely expensive. Given the response from different communities that are excited about participation in the People's Peace Congress, we are suggesting the rescheduling of the Congress in the spring. The A.N.S.W.E.R. Coalition is consulting with different member organizations and supporters, and will announce further plans for the People's Peace Congress in the coming weeks. Everyone agrees that the most important and urgent task -- given the imminent war danger -- is for a massive street mobilization on the Martin Luther King birthday weekend in Washington DC.

Anti-War march in Washington

 

Washington, DC, USA, 18 January 2003 Half a million people marched through the streets of Washington DC on Saturday, 18 January 2003, and 200,000 demonstrated in San Francisco in the largest U.S. demonstrations yet against the Bush-Blair-Sharon war on the Iraqi people.  

Sponsored by the International A.N.S.W.E.R. (Act Now to Stop War & End Racism) Coalition, the protests were endorsed by thousands of organizations and individuals. Similar demonstrations were held in at least 30 other countries of the world.  

"Today's demonstrations shattered the myth of consensus for war," said Mara Verheyden-Hilliard of the Partnership for Civil Justice, one of the groups in A.N.S.W.E.R. "Throughout the whole world, demonstrations today showed the kind of people's power it's going to take to stop the war in its tracks."  

January 18 was a day of global protest based in the U.S., with coordinated demonstrations held in more than 30 countries -- including Argentina, Austria, Bahrain, Belgium, Britain, Canada, Denmark, Egypt, France, Germany, Hong Kong, Iraq, Ireland, Japan, Jordan, Lebanon, Netherlands, New Zealand, Pakistan, Russia, South Africa, Spain, Sweden, Syria and Turkey.

Announcing a week of anti-war protest for the week of February 13-21, 2003 -- and culminating with a Student and Youth Day of Action on the anniversary of the assassination of Malcolm X -- organizers of the January 18 demonstration joined the call of the European movement to make Februrary 15 the next step in the worldwide anti-war movement.  

The morning of the demonstration, train and subway stations in Washington DC were jammed as hundreds of buses -- including 20 from New York's 1199/SEIU Health and Hospital Workers Union, 20 from Winston-Salem South Carolina, eight from Rochester and six from the Chicago Teachers Union -- arrived in the city for the massive protest.  

The rally featured such speakers as former U.S. Attorney General Ramsey Clark, civil rights activist Mahdi Bray, actors Jessica Lange and Tyne Daly, U.S. Representative John Conyers, Reverend Jesse Jackson, former Congresswoman Cynthia McKinney, author and Vietnam veteran Ron Kovic, singer Patti Smith, Reverend Herbert Daughtry and Elizabeth McAllister.  

The program -- with musical performances by British pop group Chumbawumba, singer Patti Smith, and a capella duet Pam Parker and Lucy Murphy -- was opened by Moonanum James of United American Indians of New England.  

Speakers included A.N.S.W.E.R. leaders Elias Rashmawi, Free Palestine Alliance; Peta Lindsay, A.N.S.W.E.R. Youth & Student Coordinator; Larry Holmes and Brian Becker, International Action Center; Mara Verheyden-Hilliard, Partnership for Civil Justice; Marie Hilao Enriquez, BAYAN; Macrina Cardenas, Mexico Solidarity Network; Chuck Kaufman, Nicaragua Solidarity Network; Yoomi Jeong, Korea Truth Commission; Cheri Honkala, Kensington Welfare Rights Union; and Ismail Kamal, Muslim Students Association National. Reverend Lucius Walker read an anti-war statement from Congressman Charles Rangel.  

Also addressing the rally were representatives of groups such as New York City Labor Against the War, Maryland and Washington DC AFL-CIO, Colombia Trade Unionists in Exile, Queers for Peace and Justice, United for Peace and Justice, Not In Our Name, and representatives of the Committee for the Rescue and Development of Vieques. Speakers reminded the crowd that the fight against war and racism included the struggles to free political prisoners Mumia Abu Jamal, Leonard Peltier, Jamil Al Amin and the Cuban Five.    

San Francisco, CA, USA, 18 January 2003 In the largest anti-war protest since the Vietnam era, 200,000 protesters filled Market Street from Embarcadero St. to Civic Center in San Francisco to say "No War Against Iraq." It took four hours for the entire march to traverse the 1.7 miles from Justin Herman Plaza to Civic Center.

"Today's demonstrations shattered the myth of consensus for war," said Gloria La Riva of the International A.N.S.W.ER. Coalition, who was one of the co-chairs of the Civic Center. "The world spoke with one voice today in denouncing the Bush Administration's rush toward a new conflict."  

In the Bay Area, the crowds were so dense that at BART stations throughout the Bay Area passengers had to wait for up to an hour to board trains. At least 125 buses traveled from as far away as San Diego, Oregon and Utah.  

The speakers at the rallies included U.S. Representatives Barbara Lee and Lynn Woolsey; singers Joan Baez and Bonnie Raitt; Judging Amy star Amy Brenneman; actor Martin Sheen; Dolores Huerta, co-founder of the United Farmworkers; Rev. Cecil Williams of Glide Church; John Burton, President of the California State Senate; Richard Becker, International Action Center and ANSWER National Steering Committee; Matt Gonzalez, President of the San Francisco Board of Supervisors; Miguel Molina of KPFA Radio; and Rev. Ted Frazier of the NAACP.

The reason for war

 

Zero tolerance by the UN-Weapon Inspectors towards the Iraqi Regime, is what President Bush demands and threatens with "hot disarmament" if Saddam Hussein fails to comply with all conditions to the letter. Bush asked Germany, as announced today at the Nato-Summit in Prague, to support him in the Iraq issue. He even asked Great Britain to have troops ready.

Countdown for the Iraq-War. A dictator has to be toppled and democracy installed. Such are the sublime reasonings for a military campaign. But there are other motives as well and those motives are not noble at all, but hard as nails. Only little is known about these motives.

Behind closed doors bustling activities are taking place on how to share the Iraqi Oil between the interested parties. If it comes to a replacement of the current government, the USA could then control the Iraqi oil market - the second largest in the Middle East.

America consumes 20 million barrels of oil daily - more than a quarter of all extracted oil, world wide. Day by day, night by night, America's hunger for oil will increase. By 2020 the American people shall use 25 million barrels of oil per day.

The back and forth debating regarding an Iraq-Resolution at the Security Council of the United Nations only distracts the world's attention from the real war-aim. The aim for this war is: to control the oil in the Middle East.

Tracing evidence: We found a highly explosive, internal document of the US-Army, dated back to March 2001. This document had been issued 6 months prior to 911. It contains a scenario of an Iraq-War, with detailed troop deployments and attack plans.

Under the headline "regional interests of the USA" it reads quite unequivocally: "Secured access to the oil at the Gulf." ...

Stock exchange analyst, Fred Mutalibov, is one of the foremost experts on the oil market in the USA. He speaks in plain English.

Fred Mutalibov, SWS Securities: "It is about oil interests. Right now Iraq is closed to the American oil and gas industry. Together with a change of the regime, the sanctions will be waved and then American companies shall return to Iraq again. I am not only talking about the oil and gas industry but also about equipping the whole country with technical know how, goods and services. America's interest to rebuild the Iraqi oil fields is enormous, there is a huge industry behind these plans."

It is all about the second largest oil reserves in the Middle East. A war and a change of the Iraqi Regime will decide who shall get what share of the future Iraqi market. Americans compete with the Russians and the French. ...

A race between the oil giants is on. American companies want to profit from Iraqi oil and they know: they have powerful friends in their government.

The President himself made money with oil. His Vice-President, Dick Cheney, was chairman of the board of Halliburton whose subsidiary was in business with Iraq until summer 2000. And Condoleezza Rice, the National Security Adviser, was a member of the board of Chevron.

The Bush-Administration, a cabinet of oil interests? Edward Morse, adviser to the oil industry, sees clear priorities in Bush's government.

Edward Morse, Hess Energy Trading: "Certainly, there are more leading personalities of the oil and gas industry in the present government than ever before in an American Cabinet. It starts with the President himself and goes on to his Vice-President, who was the chairman of the board of one of the most important oil equipping companies. This means: They know the industry and they have friends in this industry."

After the war, which will be waged in  the name of democracy and security, but whose true power are the tough interests of the American oil giants.
