ILLEGAL TOWN ARREST ORDERS OF PALESTINIANS

Part 2 of 2

Khalil ' Ali AbuZiad, 38, from the vilage of al-'Aizariyya, in the district of Jerusalem. Teacher and chairman of the Prisoners' Committee. Prior to his restriction he served a 10-year prison sentence between I970 - I980 for security reasons. He was restricted to al-'Aizariyya from 25 February 1982 - (still restricted 31 August 1984).

Samih Hashim Abu 'Aisha, 35, from the village of al- 'Aizariyya, near Jerusalem. Tradesman and member of the Red Crescent Society in Hebron, and member of the Central Committee of the Red Crescent Society in the Occupied Territories. He was restricted to Hebron from 25 February 1982 -March 1983.

'Ali 'Awad Salih al-Jamal, 36, a worker from Jenin, spent six years and nine months in administrative detention (9 May 1975 - 2 March 1982). Upon his release he was immediately issued with a restriction order. He was restricted to Jenin from 2 March 1982 -end February 1984.

Muhammad Kamil Mustafa Jarar, 54, from Nablus, shopkeeper and businessman, former director of a school in Nablus, was restricted to Nablus from March I982 - (still restricted 3 I August 1984). Restriction order issued upon his release from prison (charges unknown). Applied for travel permit to visit his sister in Ramallah, but the request was refused.

Ahmad Shawqi Musa Mahmud, 43, a lawyer and Mayor of Jenin, was restricted to Jenin from 24 March 1982 - 1 April 1982 (one week), and 8 April 1982 - January 1983.

Amin Ibrahim al-Nassir, 65, Mayor of Qalqilya and Secretary of its town council, was restricted to Qalqilya from 18 July 1982 - I9 July 1984. Shortly after his restriction he was dismissed from his post as Mayor, He was prevented several times from seeking medical treatment in Jerusalem and Nablus and had to violate order and risk imprisonment to get necessary treatment.

Hassan Abu Libdeh, 28, from Jenin, mathematics lecturer at BZU, was restricted to Jenin from 23 September I982 - August 1983. Applied for a transfer of the order to Ramallah or Bir Zeit to allow him to continue teaching, but this was not granted.

'Abd al-Rahman (Nabhan) mraisheh, 29, from Tulkarm, journalist and editor of the night news for 01-Fujr, published in Jerusalem. In 1973 he was sentenced to five years' imprisonment for membership in the PLO and related activities but was released in I976 to receive treatment for a damaged eye.

Khalil Mahmud al-Sus, 20, a student at Hebron Polytechnic and chairman of the Students' Council, was restricted to Dura, Hebron from October/November 1982 - order renewed July 1984.

Firas Mikhania Muhammad Yaghi, 20, a student at Hebron Polytechnic and Secretary of the Students' Council, was restricted to Bani Na'im from October/November 1982 - order renewed April 1984.

Ahmad Muhammad Ja'abar, 27, a student, former president of Bethlehem University Students' Council. Arrested more than ten times in 1978. From Tarmas'iya, near Ramd- [ah. Was restricted to Tarmas'iya from 8 November 1982 - order renewed May 1984. Appeal for permission to travel to work granted.

Sami Sa'adi, a research assistant at al-Najah University, where he teaches business administration. Formerly imprisoned for membership in an illegal organization. Restricted to Atteel, in Tulkarm, from December 1982 or January 1983 - no longer restricted (date ordcr lifted unknown).

Sami Muhammad Salim al-Kilani, 32, lecturer in physics at al-Najah University in Nablus, and a poet, was restricted to Ya'bad, near Jenin. Ya'bad is his original hometown, though he lived and worked in Nablus at the time the order was issued. He was restricted from 20 January 1983 -order renewed 3 June 1984. He is unable to carry on his university work normally, and his wife lives apart from him during the week because of her work as a teacher in Nablus. His appeal against the order in 1984 was rejected. On 24 Febwdry 1983 he was charged with incitement, publishing a book without a permit and disobeying orders given on five separate occasions to present himself to the military governor's office. He was acquitted on II January 1984.

Jamil 'Abdallah 'Uthman Nassir, 39, a lawyer and chairman of the Jericho Agricultural Society, and a member of the Family Organization Society. Lives in Jerusalem. Was restricted to Jericho from 28 February I983 - still restricted in 31 August 1984.

Rashid 'Id Huwaiti, 31, a student at al-Najah University in Nablus. He served a two-year sentence for membership in an illegal organization, after which he returned to al-Najah to complete his studies. He was restricted to Tulkarm from 20 March 1983 - March 1984.

Mahmud 'Abd al-Hafiz Da'ibi from Bani Na'im was restricted from 29 March 1983. No longer restricted (date order lifted unknown).

Yunis Muhammad 'Abd Tayim Jabarin, a carpenter, secretary of the Carpenters Union in Hebron, was restricted to Dahria, Hebron district, from March 1983 - order renewed I6 March, 1984.

Ahrnad Sulaiman Rashid, 46, a shopkeeper from the village of Sir in Jenin district. Imprisoned for 13 years for membership in al-Fatah. Released 1982. Restricted to Sir from 15 April 1983 - (still restricted 3 I August 1984).

Fayiz al-Fasfus, 24, student at Bethlehem University, was restricted to Dura village near Hebron from 15 April 1983 - order renewed April 1984.

'Abd al-Nassir al'Jariri, 25, from Deir Jrcir, near Ramallah, was rcstricted from I7 April I983 - still restricted 3 I August 1984. Appeal to travel to work granted 21 February 1984.

Khalil George Farhud, 26, student, living in Beit Sahur, was restricted to Beit Sahur from I9 April 1983 - still restricted July 1984.

Jamal Shati al-Hindi, 25, a student at al-Najah University. Previously spent 43 days in detention without charge, was restricted to Jenin from I9 April I983 - still restricted 31 August 1984. Appeal on 27 March 1984 rejected.

'Abd al-Hamid Swaiti, 21, a student at al-Najah University, was restricted to Dura village near Hebron from May 1983 - order renewed May 1984.

'Ali Rjub, 27, a student at al-Najah University, was restricted to Dura village near Hebron from May 1983 - order renewed May 1984.

Zuhair 'Abd al-Hadi, a student at Bethlehem University, was restricted to Bir Zeit from May 1983 - May I984 {?I. Mu'in Hassan Jabbar, a student at Bethlehem University, living in Balata refugee camp near Nablus, was restricted from May 1983 - 1 May 1984.

Niaz Farah Khalid Mazar'a, 25, a student at Bethlehem University studying sociology at the time the order was issued. Began work as a journalist but restriction order made it difficult to carry out his work. Was restricted to Ain Kenia, near Ramallah, from 22 May 1983 - May 1984. Appealed in March 1984 against the order and for a permit to travel to work.

Samir Sbeihat, 29, from village of Rummana, near Jenin, newly elected Chairman of BZU Students' Council, was restricted to Jenin from 1 June I983 - June 1984. His appeal in March 1984 was rejected.

Hamdi Ibrahim Faraj, 28, editor of the East Jerusalem political weekly al-Shir'a (now banned), Member of the administrative committee of the Arab Journalists' Association. Detained from I April - 3 May 1982 and charged with possession of illegal literature, sentenced to period already spent in detention, plus six months suspended sentence and a fine. Was restricted to Dahaisha refugee camp, Bethlehem, from 14 June 1983 - order renewed 4 June 1984.

Jihad Sa'ada, a student at Bethlehem University, was restricted to Balatarefugee camp near Nablus from June 1983 - December 1983.

Nassir Atelfa, a student at Hebron Technical University, was restricted to Dahaisha refugee camp, Bethlehem, from June I983 - no longer restricted (date order lifted unknown).

Muhammad 'Abd al-Fattah Haniyya, 23, senior student at al-Najah University, was restricted to Azun, Qalqilya from 21 July 1983 - (?)

Kifah 'Atallah al- Zughaibi, a student from Anabta, Tulkarm district, was restricted to Anabta from August 1983 - no longer restricted (date order lifted unknown).

Amir Hafiz Hamdallah, 25, a student from Anabta, Tulkarm district, was restricted to Anabta from August 1983 — no longer restricted (date order lifted unknown].

'Abdallah Mahmud Barakat, 25, from Faqu'a, near Jenin. A student at Bethlehem University, was restricted to Jenin from 1 September 1983 - order renewed March 1984. His appeal on 27 March 1984 against the order was rejected. Shaikh Hamad Sulaiman Khdair, Imam of the Rawdha Mosque in Nablus for the past ten years, and appointed in 1982 Sharia (religious> judge for the Tulkm area, was restricted to Nablus from 6 October 1983 — still restricted 3 I August 1984.

As'ad 'Odeh, a final year student at al-Najah University, was restricted to Tulkarm from 31 October 1983 -no longer restricted (date order lifted unknown).

Shaikh Ahmad Haj 'Ali, headmaster of the Islamic Secondary School in Nablus, was restricted to Nablus from October 1983 - (?).

Nassir Mahmud 'Atiya Salim, 20, a student at Hebron Polytechnic and member of' the Students' Council, was restricted to Dahaisha refugee camp, Bethlehem, from 4 November 1983 - April 1984.

Faisal Hindi, Secretary of the Public Institutions Workers' Union in Tulkm, was restricted from 13 November 1983 - No longer restricted (date order lifted unknown).

Imad Sabadi, member of the Public Institutions Workers' Union in Tulkarm, was restricted from 13 November 1983 - Still restricted 3 I August 1984.

'AM a1-Wahab Allawna, student at Bethlehem University, was restricted to Jaba'a, near Jenin, from 13 November 1983 - May 1984.

Munir Jaradat, 25, a student at al-Najah University, was restricted to Jenin from I3 November 1983 - No longer restricted (date order lifted not known).

Ibrahim Khadajba, student at Hebron University, member of the University Students' Council, was restricted from 25 Novemhr 1983 - Later arrested (reasons unknown).

'Ali Musa Jaradat, 32, a journalist working for al-Fajr newspaper, was restricted to Sa'ir, near Hebron, from 19 December 1983 -order renewed June 1984, The authorities say that he holds a senior position in the al-Fatah organkation and that he has "engaged in various hostile and subversive activities which endanger public security," Given permission to travel to Jerusalem for medical treatment.

Muhammad 'Abdallah Amiri, 42, a Nablus correspondent for aZ-Qd.7 newspaper, was restricted to Nablus from I0 January 1984 -order renewed 2 July 1984.

Wasim al-Kurdi, 25, a student at the Islamic University at Hebron, was restricted to al-Bireh from 19 January 1984 - still restricted 3 1 August 1984.

Fathi 'Abd al-'Aziz Jaradat, 30, a 2nd year student at Hebron University, was restricted to Sa'ir, near Hebron, from 19 January 1984 — order renewed 28 June 1984.

Nathmi Muraktan, 32, a member of Hebron University Student Council, was restricted to Tarqumiya near Hebron from 26 January 1984 — order renewed 3 July 1984.

Radwan Abu Ayyash, 34, works in Jerusalem as managing editor of al-Adwah, a weekly political magazine. Editor of the Palestine Press Service and vice president of the Union of Arab (Palestinian) Journalists. Sentenced in December 1982 to 3 months suspended sentence for possession of illegal literature. He was restricted to Ramallah from 24 June 1984 -Still restricted 3 1 August 1984. The restriction order states that it is issued because it is "necessary for security redsons and because he is a prominent PLO activist." Radwan denies this accusation. His work has been severely hampered by his restriction.

ISRAEL

Mahmud Muharib, 28, a graduate of Hebron University, PhD student in politics at UK university, doing research in Jerusalem when restriction order issued. Leading member of National Progressive Movement. Detained for short periods in 1978 and 1979. He was restricted to Lyddafrom 7 February 1980 - (for 3-4 months).

Ramzi Khuri, from Acre, a journalist with the newspaper ul-Ittihad, member of Rakah, was restricted to Haifa from 8 June 1980 - No longer restricted (order probably lifted in 1980).

Saliba Khamis, on the Central Committee of Rakah and fomer editor of the party's Haifa-based Arabic newspaper al-Itiihad from 1956 - 1967. Also Secretary of the Committee for the Defence of Arab Lands, He was restricted to Haifa from 8 June 1980 - December 1980.

Salih Baransi, 55, a founder of A1 'Ard movement and closely associated with the National Progressive Movement and Abna' al-Balad. Currently director of the newly formed Research Centre for Arab Heritage in Taiba, was restricted to Taiba from 1960 - 1969 (reimposed 5 October 1981 - September 1983). Between 1960 - 1969 he was administratively detained on several occasions. Restriction order reimposed in October 1981 as he was about to travel abroad for medical treatment.

Salih Baransi was sentencedin 1969 to 10 years imprisonment for attempting to found an illegal organization and for hostile activities. Released in 1979, Appealed to High Court several times for permission to travel to Jerusalem for medical treatment but this was not granted. Detained 17-24 May 1984 following his return from tour to USA and Europe on suspicion of having secret meetings with senior PLO officials. Released for lack of evidence.

Muhammad Mi'ari, a lawyer. As a student at the Hebrew University he was active in the Arab Students' Committee and was a member of al-Ard movement and a member of the Committee for the Defence of Arab Lands and head of the Leagueof Prisoners' Friends. Under various restriction orders during the 1960's and 1970's. In July I984 elected member of the Knesset (Progressive List for Peace). He was restricted to Haifa from 8 June I980 - (?) Reimposed 27 October 1983 - April 1984. The most recent order was issued on the day of his release from 10 days of detention. He was suspected of having secret meetings with leading members of the PLO whilc attending a UN conference on Palestine in Geneva. He was released without charge.

Muhammad Salama Mahajina, 35, an electrician who runs a small forge in Um al-Fahm. Detained without charge or trial on a number of occasions before he was restricted. Founder member of Abna' al-Balad. Was restricted to Um al-Fahm from 26 June 1980 - end June 1982.

Hassan Ahmad Jabarin, 33, manager of bookshop and stationers in Um al-Fahm. In 1973 he was sentenced to four years' imprisonment following his conviction of membership in an illegal organization. Founder member of Abna' al-Balad and its secretary in Um al-Fahm. He was'restricted to Um al-Fahm from 26 June 1980 - end June 1982. He became unemployed after his restriction (he was working in Tel Aviv at the time) because he was prohibited from seeking work outside his village.

Raja Aghbaria, 31, a mathematics school teacher in Um al-Fahm. Member of Abna; al-Balad. Was restricted to Um al-Fahm from 26 June 1980 - I5 March I983 (reimposed 29 February 1984 - not renewed in August 1984. Ghassan Fawzi Aghbaria, 33, a construction worker from Um al-Fahm. Sentenced to six years' imprisonment in I973 following his conviction of membership in an illegal organization. Founder member of Abna' al-Balad and its secretary in Um al-Fahm. Was restricted to Um al-Fahm from 26 June 1980 - end June 1982. He became unemployed after his restriction (he was working in Tel Aviv at the time) because he was prohibited from seeking work outside his village).

Muhammad 'Awad Abu Rayya, a student, was restricted to Sakhnin from 5 July 1980 - January 198 1 (reimposed October 1983, and still restricted 3 l August 1984).

'Umar Radwan Sa'id, 24, a biochemistry student from Kafr Kana, near Nazareth, studying at Beersheba University, graduated in 1982. Activist in Abna' al-Balad, was restricted to Kafr Kana from 7 July I980 - December 1980 (reimposed December 1982 and still restricted 31 August 1984).

Nizar Hussain, student from Sakhnin, was restricted to Sakhnin from IS July 1980 - January 1981.

Muhammad Shahwana, from Sakhnin student at University of Beersheba, was restricted to Sakhnin from 23 March 1981 - June 1981. He was due to take his final university exams at the time of his restriction.

Farid Salih Khneifes: 29, a Druze house painter from Shafa 'Amr. Active member of Druze Initiative Committee and Abna' al-Balad. Member of the Committee for Solidarity with the Golan Druze, was restricted to Shafa 'Amr from 15 July 198 1 - September 1982.

Maysara al-Sayyid, 27, an accountant from Acre. Member of Abna' al-Balad and its secretary for Acre. Graduated in engineering from University of Beersheba where he helped found the National Progressive Movement. Subsequently suspended from his studies for two years for his "political activities".

Ra'id Salih Mahajina, 65, a labourer from Um al-Fahm, was restricted from 2.5 December 1981 - June 1982. Hashim 'Abd al-Rahman Mustafa Mahajina, 24, unemployed, was restricted to Um al-Fahm from 25 December 1981 - June 1982.

Muhammad Ahmad Burghal, 30, from Lydda, shop manager. In 1974, he was convicted of membership of an illegal organization and sentenced to four years' imprisonment. Active member of Abna' al-Balad. Was restricted to Lydda from IS January I982 - No longer restricted (date order lifted unknown).

Sulaiman Natur, 34, a writer/joumalist, member of Rakah and secretary of the Committee for Solidarity with the Golan Druze, was restricted to Daliat al-Karma1 from 1 May 1982 - 25 October 1982.

Jubran Ya'qub Shaqqur, 32, qualified in I978 as anelectrical engineer. Member of the National Progressive Movement and of the National Movement of Coordination. Arrested 5 June I982 after holding an illegal meeting which led to scuffles with the police. Given a 6 months suspended sentence. Detained 25 days in September 1982 for writing and distributing leaflet supporting the PLO. Acquitted. Detained 16 days in October I982 suspected of violating town arrest order. Acquitted. Was restricted to Sakhnin from I5 October 1982 - end October 1983. Detained 10 days in March I983 charged with expressing support for the PLO in a speech made in July 1982. Trial is continuing.

'Ali Zbaidat. 32, from Sakhnin, member of the National Progressive Movement. was restricted to Sakhnin from mid- 1982 - November I983 (when he was arrested). Sentenced in January 1984 to 4.5 days imprisonment for illegal demonstration and expressing support for the PLO; and to one year for setting fire to a jeep in March 1983.

Jamil Asa'ad, 31, a singer from Kafr Kana, who sings nationalist songs at weddings and parties in Galilee, was restricted to Kafr Kana from 20 September 1983 -renewed March 1984, cancelled May 1984.

Ibrahim Nahfawi, 3 I. Abna' al-Bdad activist from Shafa 'Amr. Installer of aluminium window frames in the Haifa district. Was restricted to Shafa 'Amr from 4 October 1983 - April 1984. He claims his restriction severely affected his work and his political activities.

Assi Atrash, student at Beersheba Unive~ity, head of Arab Students Committee, was restricted to Daboriyya (district of Tiberias) from 1 January 1984 - July 1984. Arrested with three others following raid by police on students' dormitories and confiscation of banned literature. Court ordered release of students but he was issued with restriction order. Unable to continue studies.

GAZA STRIP

Dr. Haidar Muhammad Muhieddin 'AM al-Shafi, 64, from Gaza, a doctor and President of the Palestinian Red Crescent Society in Gaza. Also a member of BZU-s Board of Trustees, member of the Maqassad Charitable Society and a member of the National Guidance Committee (now banned). He was restricted to Gaza Town from June 1978 -June 1982. The order prevented him from attending medical seminars and other conferences held in Israel and abroad and from carrying out his duties on the BZU's Board of Trustees and the Charitable Society.

George Ilyas Rashmawi, 61, from Gaza, a pharmacist and president of the Palestine Basketball Federation, and member of the Olympics committee, was restricted to Gaza Town from July 1980 - 1 July 1982. The order confined him i'indefinitely'*to the town of Gaza. Requests to attend sporting and basketball events abroad were refused.

Hashim 'Ata al'shawwa, 63, bank manager and head of the Union of Fruit Producers, from town of Gaza, was restricted to Gaza Town from November 1980 - No longer restricted (date order lifted unknown).

'Abd al-Mun'im al-'Ataya, from town of Gaza, student at al-Najah University in Nablus, was restricted to Gaza town from December 1980 - still restricted May 1981.

'Abd al-Aziz 'Ali Shahin, 44, from Rafah in Gaza. Sentenced in 1967 to 15 years imprisonment for being commander of military wing of al-Fatah organization in Hebron. Released 1982. First restricted to Rafkh, then banished to village of Dahniya near the Egyptian border on I I May 1983 from 5 December I982 - still restricted (order renewed March 1984). He is denied contacts with anyone without permission from Military Commander. His family is not allowed to live with him, and can visit him only for short periods under guard. Under house arrest from 5.00 p.m. to 8.00 p.m. Permitted to travel on some occasions for medical treatment. The authorities say he is restricted becauseafter his release from prison he "began intensive and energetic efforts aimed at disrupting security" and that he was "the central leader of a Fateh group.'' In 1983 he was threatened with deportation because. according to the authorities, he had infiltrated into the occupied territories in 1967 and had only a temporary residence permit. Appeds were made to the High Court in May. The case is still pending.

Qassim Izzat 'Ali, a4th-year student at BZU, majoring in Middle &st Studies and is a member of the BZU Students* Council, was restricted to Beit Hanun from 19/23 June 1983 - in mid July 1984 sentenced to 10 months imprisonment for membership in the PLO. The order prevented him from attending the university for final exams, and from attending the summer session to complete casework necessary for his graduation.

Fathi Arram, 23, from Rafah, a student and member of Hebron Polytechnic Student Council, was restricted to Rafah from 22 September 1983 - March 1984. The order was issued when he was released from prison in August 1983 after serving a four-month sentence on charges of incitement.

Muhammad Jouda, adoctor working in Maqassad hospital in Jerusalem, was restricted toGaza from 28 September 1983. Unable to carry on his work.

'Abd al-Aziz Odeh, a lecturer at the Islamic University in Gaza. was restricted to Gaza Town from 24 September 1983 - arrested mid-1984. Arrested mid-1984 and currently on trial charged with anti-Israel activities.

Ramadan Shallah, a lecturer at the Islamic University in Gaza, was restricted to Gaza town from 24 September 1983 - still restricted 31 August 1984.

Fathi Shaqiqi, works as a doctor in Jerusalem, was restricted to Gaza town from 28 September 1983 - still restricted 31 August 1984. Unable to carry on his job in Jerusalem.

Khalid 'Abd al-Hadi al-Qidra, 47, a lawyer, deputy general secretary of the Gaza Lawyers' Union. Sentenced to 12 years' imprisonment in 1974 for being a commander of a wing of the al-Fatah organization, but was released after two years. He was restricted to Khan Yunis from 27 December 1983 -renewed for three months on 27 June 1984. In March permitted to travel to work in Gaza town on Mondays and Wednesdays from 8.00 a.m. to 4.00 p.m.. Request to travel to work other days refused. Appeal on 12 August 1984 rejected and no reason given for restriction. In July 1984 charged with possession of illegal publications. Case still pending.

Walid Zakut, 23, first year student at Bir Zeit University studying business administration. Detained between 14 October 1982 and 5 March 1983 but released for lack of evidence. Was restricted to Beach Camp, Gaza, from 22 February 1984 - Still restricted 3 I August 1984. Requested appeals committee to change location to Bir Zeit so he could continue studies and receive medical treatment for stomach complaint from specialist in Ramallah. Appeal rejected. Two days before a High Court appeal hearing, the reasons for restriction were given: that Walid joined the Democratic Front for the Likration of Palestine in 1980, painted slogans against Camp David agreement in 1982, distributed illegal magazines, was leader of DFU students at university and as such stood for Student Council elections. Walid has refuted these allegations.

JERUSALEM

Zahira Ahmad Badawi Kamal, 37, a physics teacher at Women's Teacher Training Centre, Ramallah, living in Wadi al-Joz, Jerusalem. Member of Women's Work Committee, and of administration of Family Rehabilitation Centre, of Employees' Club, and Arab Graduates' Club. She was restricted to Jerusalem from 1 June 1980 - I June 1984. The authorities have told Amnesty International that Zahira holds a senior position in the Democratic Front For the Liberation of Palestine and that "she has hen the instigator of hostile, subversive activities and has initiated and incited breaches of the peace." No more specific details have been given. Permit to travel daily to.Ramal1ah to work granted. Other travel permits, requested mainly for professional reasons, were not granted.

Ibrahim Nassar, 32, a lawyer from Beit Hanina, Jerusalem, and former chairman of the Arab Students' Committee at the Hebrew University of Jerusalem. Active in the National Progressive Movement and the ArabStudents Movement. He was restricted to Jerusalem from 5 July 1980 -January 1983. The authorities have told Amnesty International that Ibrahim "has been continuously involved in organizing anti-Israeli activities" and had used his position in the National Progressive Movement "to initiate unlicensed protests." Some travel permits for work and personal reasons granted.

Ibrahim Jamil al-Daqqaq, 54, from Jerusalem, engineer and chainnan of the West Bank Engineers' Association. Member of the Islamic Council, chainnan of the Arab Thought Forum, member of the Board of Trustees of the Arab-Jordanian Institute in Abu Dis, and member of the National Guidance Committee (now banned). He was restricted to Jerusalem from 7 August 1980 until further notice (?), and from 1 January 1982 - 30 June 1983. The authorities have told Amnesty International that his restriction is becausc of his activities as a men~ber of the National Guidance Committee, and that the "activities cannot be divulged for security reasons."

Jiryis 'Odeh al'Khuri, 59, a lawyer from Beit Hanina, Jerusalem, chairman of Lawyers' Federation on the West Bank and member of National Guidance Committee (now banned). Was restricted to Jerusalem from 1 January 1982 - No longer restricted (date order lifted unknown).

Haj 'AM Daud Abu Diab, 43, from Abu Tor, Jerusalem. Manager and member of the Administrative Committee of the Trade Union at the Arab East Jerusalem Electric company, and its consultant. Chairman of Silwan Charitiible Society, secretary of the Parents-Teachers Association at the College des Freres, chairman of a youth club and member of the National Guidance Committee (now banned). Was restricted to Jerusalem from I January 1982 -order renewed June 1984. Various applications for travel permits refused. Appealed to High Court but appeal rejected.

Faisal 'Abd al-Qadir al-Hussaini, 43, from village of Shu'fat, Jerusalem. Farmer and, since 1979, Director of the Centre for Arab Studies in Jerusalem. Sentenced in 1967 to 1 year's imprisonment for possessing a weapon. Was restricted August 1984. Appeal to High Court on 11 July 1984 rejected. Reason given for restriction was that he is a senior member of al-Fatah organization. Dr. Amin al-Khatib, 60, doctor, president of the Union of Charitable Societies in the West Bank. Member of National Guidance Committee (now banned). Was restricted to Jerusalem from 25 February I982 - order renewed August 1984. Appealed January 1984 to the High Court which recommended that order be lifted, but order renewed.

'Abd al-Jawad Yahya Dandis, 33, owner of Cairo Furniture Shop in Jerusalem, was restricted to Jerusalem from 1 January I983 -June 1984.

Amal Wahdan Labadi, 26, member of Abud Dis Public Institutions Workers' Union, Women's Work Committee and has been active in an Israeli group, Women against the Occupation. She was restricted to Abu Dis (in district of Jerusalem) from December I983 - order cancelled on 12 February 1984. Amal was pregnant at the time of her order, and had made 5 applications for medical checkups and to Gaza to visit her husband who is serving an 18-month prison sentence. Petitioned High Court, but order lifted before ease heard.

Munir Muzyad Abu Salih, 32, a Druze farmer and driver from Majdal Shams, Golan Heights, was restricted to Majdal Shams from 1 July 1978 - September 198 I. He was unable to continue his job as driver during the time he was restricted.

As'ad al-Safadi, 43, a farmer from Majdal Shams, waq restricted to Majdal Shams from 1980 (exact date unknown) for three months.

Salim al-Safadi, 23, a student at Haifa University, was restricted to Mas'ada from 29 January 198 1 -November 1982. Arrested on campus and served with a restriction order.

'Arif al-Safadi, 46, a Druze farmer, was restricted to Mas'ada from 29 January 1981 - May 1982. Order issued reportedly for his refusal to accept an Israeli identity card.

Salam Yusuf Fakhreddin, Druze from Majdal Shams, was restricted to Majdal Shams from 17 July I981 - I7 October 1981. Arrested on 21 June 1981 and detained until I0 July 1981.

Ahmad Khatir, 30, a Druze fanner from Majdal Shams, was restricted to Majdal Shams from 17 July 1981 - 17 October 198 1. Arrested on 21 June I981 and detained until I0 July 1981.

Tal'at Sulaiman Kanj, 26, a Druze driver from Majdal Shams, was restricted to Majdal Shams from 17 July 1981 - 17 July 1982. Arrested 21 June 1981 and detained until 10 July 1981.

Samih Ayyub, 28, from village of Mas'ada, was restricted to Mas'ada from 15 April 1982 - 15 October 1982. Samih Ayola, 29, from Majdal Shams, was restricted to Majdal Shams from 1982. (4)
